Scheduled Airlines
To operate an airline offering scheduled services the carrier concerned has to guarantee to the civil aviation authority that not only can they meet the strict safety stipulations but they are prepared to pledge that the service will operate even if the flight is under occupied ad running at a loss! This is one of the reasons that the cost of flying with a major airline is that much more expensive as they are obliged to carry you whatever the load whereas Budget Airlines and Charter Carriers do not have these constraints placed upon them and thus are able to cancel any flights that will be non profitable.
In addition to this Scheduled Carriers generally off a selection of comfort levels that can be divided into three basic classes on most flights. They are Economy, Club or Business Class and then (Generally only on the more long distance flights) First Class.
